It say I can adjust the position of the date and time by tapping on the photo but unfortunately that does not work

What eversion of Watch OS do you have? If you have upgraded to Watch OS 11 then you won't be able to adjust anything because you are using an old format of the photo face. I can publish one with the newer photo face so that it's customizable with the new Watch OS.
