Note: step-digit [sd], the counter to the right of the step-count sub-dial [scsd], tracks scsd revolutions, such that:
step-count = (1000[dial-digit]) + (12000[sd])
Example: scsd hand points to '9', sd=1
step-count = 9000 + 12000 = 21000
