Well I just downloaded this face and it took about 15 sec. and I figured it out. So outer symbols are the hour hand, the next inner set of symbols are the minute hand and it works in conjunction with the the five inner symbols above the red center. The five inner most symbols are the key. In this picture the time is 11:18, outer most symbol is 11, next inner symbol is 15, five inner most symbol is on 3 out of 5 so you add the 3 to the 15 and you get 18. 11:18.....
