This is a lovingly recreated watch face from the game Goldeneye for the N64. The meters on the side drain with your watch and phone battery life, and the hands in the background come to the foreground when it enters dim mode. However, due to the dimmed state being a power saving mode this more for looks than functionality.

Pretty cool, but the phone battery doesn't work and AOD would be much better without the second hand.
