It is a stopwatch.
Tap the upper dial to start or stop the counter.
Tap the lower one to reset.
One stopped the TH dial will shows the tenth.
The dial on the left shows watch battery level.
The dial on the right shows phone battery level.
Tapping on position "9" you've got the Theme Picker to customize the main color.
