Really like the set-up of the watch face. Should be usefully functional. But, the dials at 9 & 12 are not resetting, so the timing function does not work. Am I missing something or how can these dials be reset?

I just purchased this watch face. please tell me what the dial at 9 measures. I was hoping it was a 24 hour timer but it is not resetting, neither is the 30 min. dial at 12.
