In minutes everything is clear to me. But the hour? What to multiply?

Its the same just like minutes or seconds. The two birds build a group with 4 eyes so they can blink with 16 possible states. In your pic they show 0101, an 5. The hour has a range from 0000 (0) to 1011 (11) eye open = 1, eye closed = 0. Just like the other groups from 000000 (0) to 111011 (59) do.
