Do you do a version that says eg "almost seven thirty" when it is between 7:27:30 and 7:28:30, seven thirty-ish when the time is between 7:28:30 and 7:29:30 and seven thirty between 7:29:30 and 7:30:30...after that you progress to "just gone past seven thirty before repeating the pattern for seven thirty five / twenty five to eight?
